Federal Charge Filed in Fatal Stabbing of Ukrainian Refugee on Charlotte Train

The Justice Department has filed a federal charge—eligible for the death penalty—against Decarlos Brown Jr., the man accused of fatally stabbing 23-year-old Ukrainian refugee Iryna Zarutska on a Charlotte light rail train last month. Zarutska had fled war-torn Ukraine in search of safety and was described by family as determined to build a better life in the U.S. The attack, captured on video, has sparked national outrage and renewed scrutiny over criminal justice policies in cities like Charlotte, especially given Brown’s 14 prior arrests. Attorney General Pam Bondi called the murder “a direct result of failed soft-on-crime policies” and vowed to seek the maximum penalty, saying, “He will never again see the light of day as a free man.”
