Oklahoma Legislative Session Wraps with Focus on Tax Relief, Education, and Workforce Development

The 2025 legislative session has officially adjourned, and Rep. Steve Bashore, via a Facebook post, highlighted key accomplishments that reflect a focus on economic relief, educational improvement, workforce development, and increased government accountability.

Among the most significant actions taken by lawmakers this year was the approval of a quarter-percent income tax cut for the state’s top three brackets. The number of income tax brackets has been reduced from six to four, with the lowest bracket now paying zero income tax. Bashore noted that a framework is now in place that could ultimately lead Oklahoma toward zero income tax altogether—provided future revenue projections are met.

Lawmakers also repealed the 6% markup tax on a wide array of retail goods, including everyday essentials such as gasoline, groceries, and over-the-counter medications. The repeal is expected to bring immediate financial relief to families across the state.

On the regulatory front, Bashore emphasized the Legislature’s commitment to transparency and legislative intent. Under a new reform, any administrative rule not explicitly approved by the Legislature will be considered disapproved by default. Furthermore, any proposed rule estimated to cost $1 million or more over five years will now require separate legislative approval before taking effect. The move is intended to prevent costly and restrictive regulations from being implemented without legislative oversight.

Education also remained a top priority. Lawmakers increased funding for public schools, added money to the school funding formula, and boosted resources for teacher pay and benefits. Additionally, they added an instructional day—or six additional classroom hours—with the goal of improving academic outcomes.

The Legislature also took action to address concerns at the Department of Mental Health and Substance Abuse Services. While funding was stabilized this session, investigations into financial mismanagement are ongoing, and lawmakers are evaluating long-term solutions to improve transparency and accountability within the department.

Another major area of focus was workforce development. The state’s Workforce Coordination Revolving Fund has been moved under the oversight of the newly created Oklahoma Workforce Commission. This change aims to more effectively direct grants toward high-impact workforce needs aligned with the state’s economic goals. The Commission has also been tasked with overseeing programs that expand work-based learning, support high-demand career paths, and drive innovation in K-12 workforce readiness education. It will also serve as a centralized data hub, providing legislators and stakeholders with real-time workforce information through an interactive map.

Judicial reform also moved forward this session. Lawmakers modernized the structure and appointment process for judges, seeking to improve both fairness and efficiency within the state’s judicial system.

In addition, the Legislature directed targeted infrastructure investments tied to Oklahoma’s five military bases. This includes improvements to education facilities located on base, helping support military families and strengthen local communities.

While the legislative session has ended, work continues through the summer and fall. Interim studies will be approved by late July, giving lawmakers the opportunity to explore emerging issues and prepare legislation for next year. The process will also include work on the next state budget.
