Rasmussen: Most Younger Voters Open to “Maximum Income” Law

A new Rasmussen Reports survey highlights growing support among younger voters for policies once considered fringe. Nearly six in ten voters under 40 favor placing a legal cap on individual annual income, with close to a third saying the limit should be $1 million or less. The poll, conducted with StoppingSocialism.com, also found 39% of younger voters support fines, community service, or even jail time for Americans who refuse to use others’ preferred gender pronouns, though nearly half reject legal penalties. More than half of under-40 respondents also said they’d back giving the United Nations authority to oversee the U.S. Supreme Court and presidency, and almost 40% support replacing Congress with a national citizens’ assembly chosen by lottery. The survey of 1,201 likely voters ages 18–39 was conducted August 26–27, 2025, with a margin of error of +/- 3 percentage points.
