Walt Blackman Pushes for Prison Oversight: “Accountability Delivers Better Outcomes”

Representative Walt Blackman, Chairman of the House Government Committee, is taking a leading role in pushing for accountability and transparency in Arizona’s corrections system. His support for SB1507, legislation that would create independent oversight of the state’s prison operations, is the latest example of his commitment to reform and responsible governance.
Blackman, a longtime advocate for criminal justice improvements, called the measure “a straightforward accountability tool” that is long overdue in a system that consumes nearly $1.8 billion annually—second only to education in the state’s budget.
“Right now, we’re operating on whistleblower tips, scattered media reports, and limited information. That’s no way to manage a system of this scale or cost,” Blackman said, emphasizing the need for factual, independent scrutiny. “We need oversight backed by facts.”
SB1507, sponsored in the Senate by Shawnna Bolick, would establish an independent office empowered to investigate complaints, inspect facilities, and publish public reports. For Blackman, the effort represents not just a policy improvement, but a fundamental shift in how the state ensures integrity in its prison system.
“This bill doesn’t replace internal oversight—it adds what’s been missing,” he said. “Director Thornell and ADCRR stand to gain from this, and so do Arizona taxpayers.”
As chair of the committee that reviewed the bill, Blackman oversaw its unanimous passage, a signal of growing bipartisan recognition of the need for reform. But his role went beyond procedure—he’s become the face of the effort, urging fellow lawmakers to join him in supporting meaningful oversight.
“I was proud to support SB1507 in the House Government Committee. Oversight drives accountability—and accountability delivers better outcomes,” he said.
For Blackman, the push for transparency in Arizona’s corrections system isn’t just about dollars and cents—it’s about doing what’s right with the public’s trust.
