No More TikTok in Class: Arizona Bans Cellphones to Bring Back Real Learning

Arizona students will soon be putting their phones away during the school day under a new law designed to eliminate distractions and refocus classrooms on learning. Governor Katie Hobbs officially signed House Bill 2484 into law on April 14, following strong bipartisan support in the legislature.

The law requires all public and charter schools to create policies that restrict student cellphone use and limit access to social media platforms during the school day. Exceptions will be made only for emergencies, medical needs, or academic use directed by a teacher.

“Education requires attention, and attention is exactly what today’s students are being robbed of by addictive devices and endless scrolling,” said Representative Beverly Pingerelli, who sponsored the bill. “We’ve drawn a clear line: Arizona classrooms are for learning, not TikTok.”

Under the law, school districts and charter schools must:

  • Limit the use of wireless communication devices during the entire school day — including lunch, recess, and class transitions
  • Block or restrict access to social media platforms on school-provided internet
  • Allow phone use only when authorized by a teacher for instruction, during emergencies, or when needed for health reasons

These rules apply to both personal and school-issued devices, and schools will need to notify students and parents of the new policies at the start of each school year.

Arizona now joins a wave of other states—like Florida, Virginia, California, Indiana, and Ohio—that are cracking down on student cellphone use. The goal: help students focus, support teachers, and reduce the mental health risks tied to excessive screen time.

“Teachers shouldn’t have to compete with YouTube and Instagram to be heard,” said Pingerelli. “HB2484 refocuses kids on learning, empowers parents, and backs up teachers.”

The law goes into effect 90 days after the current legislative session ends.
