A Small-Town Chief Earns Statewide Recognition

Leadership and community service are often most visible at the local level, and this year, one Wisconsin police chief is being recognized for exactly that. Williams Bay Police Chief Justin P. Timm has been named the 2025 First Responder of the Year for the 31st Assembly District by State Representative Tyler August (R-Lake Geneva).

Chief Timm received the honor during a ceremony at the Wisconsin State Capitol, where first responders from across the state were recognized for their extraordinary service, courage, and commitment to their communities.

“It’s an honor to recognize Chief Timm for his leadership and service to the people of Williams Bay,” said Representative August. “From managing local emergencies to strengthening community safety, he has shown exceptional dedication and integrity in his role.”


A Record of Leadership and Innovation

Chief Timm began serving with the Williams Bay Police Department in 2017 and became chief in 2019, making him the youngest police chief in Wisconsin at the time. Leading a department of more than five officers, he brought an energetic and forward-thinking approach to small-town policing.

Under his leadership, Williams Bay introduced the village’s first school resource officer program, enhancing safety and mentorship opportunities for local students. His tenure has been marked by efforts to modernize operations and strengthen ties between law enforcement and residents.

As the community’s Emergency Management Director, Chief Timm has guided Williams Bay through multiple crises with steady resolve and calm leadership.


Turning Challenges Into Opportunities

One of Chief Timm’s most notable achievements came during a difficult time for the community: the 2025 “Do Not Drink” water order that affected homes, schools, and businesses across the village. Rather than panic, Timm coordinated an efficient emergency response — ensuring more than 100 pallets of bottled water were distributed to residents and essential facilities, including hospitals and senior centers.

That logistical challenge demonstrated not only his organizational skills but also his deep concern for the well-being of every member of his community. “Chief Timm’s commitment to his community, even in the most difficult situations, is inspiring,” said August. “His leadership and service make Williams Bay and all of Walworth County a safer and stronger place to live.”


Building Trust Through Community Partnership

Chief Timm’s leadership goes beyond crisis management. His ability to connect with residents and build consensus helped secure public support for a property tax referendum to expand the police department. That initiative gave officers better resources and improved facilities — a long-term investment in community safety.

He is known for being approachable and community-oriented, often emphasizing that effective law enforcement depends on collaboration and transparency. His efforts reflect a growing national recognition that small-town departments play a critical role in strengthening public trust and civic resilience.
