With Federal Support Incoming, Ohio’s Rural Health Caucus Gains Momentum

In a significant move aimed at safeguarding access to medical care in Ohio’s small towns and farming communities, State Representative Kevin Ritter has joined a new bipartisan coalition in the Ohio House dedicated to addressing the growing healthcare crisis facing rural communities.

The newly launched Ohio House Rural Hospital Caucus, announced by Representatives Kellie Deeter (R-Norwalk) and Meredith Craig (R-Smithville), brings together lawmakers from across the state to tackle the mounting challenges rural hospitals face—ranging from rising operational costs and shrinking reimbursements to staff shortages and the lingering effects of recent global health crises.

For Representative Kevin Ritter, a proud advocate for southeastern Ohio, joining the caucus signals a firm commitment to ensuring that quality healthcare remains available to all Ohioans—no matter their zip code. With hospitals in rural areas increasingly at risk of closure, Ritter and his colleagues are sounding the alarm and working to develop solutions that will keep healthcare providers open and accessible in every corner of the state.

“Rural hospitals are more than just emergency rooms—they are economic anchors, lifelines during crises, and pillars of community wellbeing,” said Ritter. “It’s time to make sure they’re treated that way.”

The caucus comes at a pivotal time. At the federal level, the One Big Beautiful Bill recently established the Rural Health Fund, a $50 billion initiative aimed at bolstering rural healthcare infrastructure nationwide. Ohio is expected to receive a share of this critical funding to invest in its at-risk hospitals.

Additionally, the creation of the Rural (Southern) Ohio Hospital Tax Pilot Program in Ohio’s 2026-2027 state operating budget offers another tool to support struggling healthcare facilities. These efforts are widely seen as a long-overdue lifeline for hospitals serving rural populations.

“With new developments at the federal level and the creation of The Rural Health Fund, the time for the State of Ohio to act is now,” said Rep. Deeter. Her co-chair, Rep. Craig, echoed the urgency: “Year after year rural hospitals consolidate or close. It is time for the state to step up and find a way to help.”

The Rural Hospital Caucus is not just about funding. It will also advocate for improved access to care, policies that enhance the recruitment and retention of healthcare professionals in rural areas, and broader efforts to ensure that no Ohioan is left behind when it comes to their health.

In addition to Ritter, the caucus includes a diverse roster of members from both parties, signaling that rural healthcare is a shared priority across the political spectrum. The full list includes Representatives Kellie Deeter, Meredith Craig, Adam Holmes, Angie King, Anita Somani, Dani Isaacsohn, David Thomas, Gary Click, Jodi Salvo, Justin Pizzulli, Marilyn John, Mark Hiner, Melanie Miller, Monica Robb Blasdel, Nick Santucci, Rachel Baker, Tim Barhorst, and Ty Moore.

As the caucus begins its work, Rep. Ritter is expected to be a strong voice for southeastern Ohio, where hospitals serve wide-ranging and often underserved populations. With funding opportunities opening up and new attention being paid to the rural healthcare crisis, lawmakers like Ritter hope this new initiative can lead to real results—and real relief—for the communities that need it most.
